毛捷，经济学博士，对外经济贸易大学国际经济贸易学院副教授，清华大学中国财政税收研究所、中国人民大学财税研究所兼职研究员。主要从事财税领域的学术研究和政策分析，研究内容包括政府间财政关系、税制改革效应研究、税式支出测算与分析、社会保障等。主持国家自然科学基金项目等课题，并在China Economic Review、Economics Bulletin、《经济研究》、《管理世界》、《世界经济》、《经济学》（季刊）、《金融研究》、《中国工业经济》、《财贸经济》和《财政研究》等国内外学术期刊上发表论文40余篇。
论文摘要：
Abstract: This paper uses a government hierarchy flattening reform in China, the Province-Managing-County reform, to identify the causal relationship between fiscal decentralization and local economic growth. The reform abolished the fiscal subordinate relationship between prefectures and counties and transferredmuch of the tax and spending authority from the prefecture to county level. We find that the reform resulted in an increase in the annual county-level GDP growth rate by 1.7 percentage pointsover 2001-2011. This result mainly occurred because the reform led to a more market-friendly and development-promoting local government. The effect is greatly heterogeneous and much more pronounced in regions with better institutional quality. We also find that the spillover effect of the PMC reform on nearby counties was quite limited. These results confirm that fiscal decentralization driven by flattening government hierarchy plays an essential role in local economic prosperity.
